It is in fact hex (http://en.wikipedia.org/wiki/Hexadecimal), which is just a base 16 number system. Since we only have 10 digits (0-9), hex uses the first 6 letters of the alphabet to represent 10-15 (A=10...F=15). The hex codes in the image after converted to base 10 are then just the ASCII representation of letters (i.e. how letters are stored in a computer, 65=A, 66=B...etc).
